　Binhai New Area lies on the coast of Tianjin, where Bohai-rim Economic Belt and the Complex of Beijing, Tianjin and Hebei cities meet. It faces Northeast Asia and Asia-Pacific Economic Circle, which is developing rapidly. Covering an area of 2,270 square kilometers, the area consists of three functional areas (Tianjin Port, TEDA, and Tianjin Port Free Trade Zone), three districts (Tanggu, Han’gu and Dagang) and parts of Dongli and Jinnan Districts. Apart from its rich supply of natural resources and technological experts, solid industrial foundations and convenient transportation facilities, the area also takes pride in its international port, wide open functional areas and a vast area of land available for exploration. Up till now, over 70 of the top 500 enterprises in the world have invested in Binhai New Area, such as Motorola, Airbus (France), Toyota, Samsung, etc. The total export value of foreign funded enterprises in this area accounts for more than 65% of the total in Tianjin. Binhai New Area has become the biggest economic growth pole in Tianjin. With its great potentials for further development, it has become a popular destination for investors from home and abroad. The area is playing a significant role in the development of regional economy.

　In the Outline of the 11th Five Year Plan for the Development of National Economy and Society in the People’s Republic of China, it is pointed out that “efforts shall be made to continue giving play to the roles of special economic regions and Shanghai Pudong New Area, and to push forward the development and opening of Tianjin Binhai New Area, so as to accelerate the development of regional economy.” This important policy has brought about profound changes to the position and functions of Binhai New Area. It is not only part of the development strategy of Tianjin, but also part of the national development strategy. Not only is it the biggest economic growth pole in Tianjin, but it is also supposed to play an important role in the development of the local region.

The functions of Binhai New Area are defined as follows: With a firm stand in Tianjin and effective support from Beijing and Hebei Province, the new area shall serve the Bohai-rim Region and then extend its services to the north, northwest and northeast of China until they are available to the northeast of Asia. Efforts shall be made to construct the area into a base of modern manufacturing, research and development, an international aviation center and modern international logistics center in the north. Binhai New Area will become an urban area with prosperous economy, harmonious society, wonderful environment and comfortable living.
